Invoicing and closing commitments

A commitment (verplichting) holds budget from the moment you enter into it. Shillinq lowers it as invoices arrive, releases what is left when the last invoice is in, and carries what is still open into the next year.

Enter into a commitment​

Open the commitment and choose Verplichting aangaan. Shillinq checks the budget of each line's programme and year:

  • when the budget has room, the commitment is committed and the budget shows less free capacity;
  • when it does not, the transition is refused. The message names the programme, the year and the shortfall, for example "The 2026 budget for programme 0.4 is EUR 20,000.00 short."

An invoice lowers the commitment​

When a supplier invoice matched to a purchase order is approved, Shillinq finds the commitment of that order. It records the invoiced amount and lowers what is still committed. For example, V-2026-0114 of EUR 20,000 with an approved invoice of EUR 15,000 shows EUR 15,000 invoiced and EUR 5,000 remaining. The commitment becomes partially invoiced, and the budget counts the EUR 15,000 as realised.

The last invoice releases the rest​

  1. Open the approved supplier invoice.
  2. Choose Mark as last invoice.
  3. Shillinq shows how much of the commitment goes back to the budget, for example EUR 5,000.00.
  4. Choose Release and close.

The commitment is closed and the budget gets the remainder back as free capacity. An invoice that is marked as the last one before it is approved closes the commitment when it is approved.

Carry open commitments to next year​

At year end, a commitment that is not fully invoiced continues in the next year under the same number.

  1. Open Commitments.
  2. Choose Carry open commitments to next year.
  3. Check the year that ends. Shillinq lists every open line with what remains, and each programme whose next year's budget cannot absorb it. For example, road maintenance V-2026-0120 with EUR 18,000 remaining on a 2027 budget with EUR 10,000 free shows a shortfall of EUR 8,000.
  4. Choose Carry over.

Each open line gets a line in the next year for what remains, and the old line is closed. A shortfall does not stop the carry-over: a signed commitment binds you whatever the budget says. Take the shortfall into a budget amendment.

Running it again for the same year changes nothing.
